    However, I discovered something very interesting. I did a little googling about Service Host: Network Service, and found this:

    A setting called "delivery optimization" that is buried several layers within Windows Update settings causes one's computer to download updates not for itself (or even other computers on its network), but for strangers' computers, and to then re-upload those updates to said strangers (presumably to lessen the load on Microsoft's servers). Sort of like torrenting.

    It appears (based on the thread linked above and others like it) that most people who have the issue I'm having with Service Host: Network Service are having it due to delivery optimization. However, when I checked, I found that I had already disabled delivery optimization on my computer.
    I also found this thread, in which someone claims that this issue can arise when Windows updates Windows Store apps without notifying the user:

    Download the above ZIP file. Extract all. Run "Metered or unmetered.cmd" and select "2" to set connections as metered.
    See whether metered connections can stop the downloading.

    I ran that, but unfortunately, it said after I had hit the enter button that I will have to restart for the changes to take effect. I don't want to restart now, as the ISO is still downloading. Service Host: Network Service still occasionally spikes from time to time, but is currently running light enough that I've gotten 27% of the ISO downloaded so far.

    Long-term, are there any negative side-effects to having the connection set as metered?

    Metered connections have possibly taken effect.

    Updates will not be installed automatically. You can install them manually at your convenience.

    Windows will not be restarted after you press "Enter".
    Windows will be restarted only if you manually restart it.

    I know. I meant that after I hit "Enter", I got a message saying the changes would take effect after restarting (rather than immediately).

    The ISO has finished downloading, and I mounted it and opened setup.exe. It asked whether I want to check for updates before installing. Should I choose to or not to?

    Either method is okay.
    If there is a problem you can choose the alternative option if there is another attempt.

    The "Checking for updates" process from setup.exe in the ISO is taking an extremely long time for some reason. After several hours, it's only up to 23%. It's not even downloading any updates yet - just checking for them. It's using almost no bandwidth. It's not due to Service Host: Network Service this time (as it's not currently taking up much bandwidth either). Is this normal?
