The date '1970' is not the true date, but there to ensure the correct driver precence is observed. Intel also use the date 07/18/1968...

    Intel said:
Note: Intel(R) Chipset Device Software uses an unusual date for the devices it is targeting. The date 07/18/1968 is symbolic - Intel was founded that day. The reason this date is used is to lower the rank of Intel(R) Chipset Device Software.

This is necessary because it's a supporting utility that should not overwrite any other drivers...

Microsoft do the same thing with their drivers.

...according to Microsoft software engineer Raymond Chen, this isn't an accident or bug, but intentional behavior, meant to allow users always to use the most appropriate driver....

...for the past 11 years, Microsoft has been resetting the last update date for all its built-in drivers to June 21, 2006, which is the day when Microsoft released Windows Vista RTM.
