Disable Windows 10 features update
Would it be possible to permanently disable Windows 10 features update but allow security updates to take place normally.

You can readily take control of Windows update as has been documented here many many times using one of the free 3rd party utilities which disables Windows Update, allowing you to scan manually and select the updates you want.
E.g. Option 7:
Enable or Disable Windows Update Automatic Updates in Windows 10
Some people say they've had success by setting connections (ethernet and wifi) to metered.
Personally I'd not rely on this.

Yes and no.
The new update model as described by microsoft is that if you leave the settings at default, you will not be offered a feature update until the build you on is about to go EOL.
If you want security updates then you have little choice but to do the update at that point because if you stay on the build after its expiry, you wont get any security updates anyway because it is no longer supported.
Effectively the answer to what you want is the LTSC build of windows.
