    Ran resetwueng in safe mode.
    Ran again in safe mode with networking.
    Ran again in normal boot.

    The first cleared all pending downloads.
    And displayed last attempt yesterday.

    The normal boot displayed updates failed.
    Running the tool again displayed 6 pending updates.

    It was ran again and displays:
    Updates failed
    Last checked: Today , 310 PM
    There were problems installing some updates, but we'll try again later.

    The metered connection was turned off and there was no change using the tool.

    There are 6 updates displaying Status: Pending download

    Security Intelligence Update for Microsoft Defender Antivirus - KB2267602 (Version 1.331.72.0)
    Security Update for Windows 10 Version 1909 for x64-based Systems (KB4535680)
    HP Development Company, L.P. - System - 7.0.18.1
    2020-10 Update for Windows 10 Version 1909 for x64-based Systems (KB4023057)
    2020-10 Microsoft Edge Update for Windows 10 Version 1909 for x64-based Systems (KB4584229)

    wureset 11.0.0.9 (installed) is the one to try.

    wureset.exe must be run as administrator with no internet connection connected since boot. Or safe mode without any internet or networking.

    The no internet since boot part is really important.

    After that if updates don't show up you can try running it again with an internet connection then reboot.

    After that if any updates actually install then great. Wait 24 hours and try again next day after shutting down the computer first.

    I've known updates to succeed next day when they've failed.

    If it still doesn't work try Dism++ method but that is not guaranteed to work.

    The tool was ran in safe mode.
    On reboot it displayed You're up to date last checked: Today, 7:52 PM
    Check for updates

    Clicking Check for updates displayed Updates available last checked: Today, 8:07 PM

    There were 6 updates displaying Status: Pending download

    Do you have any other laptops or PC's connected to your router? Are they getting the windows updates? If not then it points to problems external to the laptop.

    You have lived with this problem for a very long time - there is a very long gap between the recorded updates on your system.

    Other laptops are functioning without acute problems.
    The problems had occurred with this laptop after weather changes.
    There were multiple power outages and the laptop did not have an attached battery.
    An automatic chkdsk repair was the first problem that was noticed.
    Other problems with net framework, scannow, and restorehealth were fixed with multiple in place upgrade repair attempts.
    The last one worked.
    So the computer is working fine.
    It seems the options are to perform another in place upgrade.
    Or wait for the next Windows release and then perform an upgrade.

    It seems likely that some corruption of the registry occurred a long time back. I would think the best route is a clean install in which you reformat the hard disks.

    Maybe try clearing pending updates?

    cmd.exe > right-click Command Prompt > Run as administrator.

    net stop wuauserv
    rd /s /q "%systemroot%\SoftwareDistribution\Download
    net start wuauserv

    Or else run wurest again and after completion check that %systemroot%\SoftwareDistribution\Download has actually been deleted and force delete it if still present.

    Clicking check updates starts the failure process.
    I'm able to use the computer without checking for updates.
    So I'll plan either an in place upgrade repair or upgrade during 21H1.
    I'll look at the dism script in post #30.
    What potential problems if any when running it?

    Just for using "Retore Health" and scan for and install updates - no worries. The worst that could happen is that the updates fail.

    The rest of the features do require some care if used.

    Edit. You could try downloading the .cab/ .msu files for pending updates from MS update catalog and try installing via command line. Dism++ can be pointed at those files in order to attempt installation.

    Or via command line launch elevated command prompt:

    wusa.exe "full path to.msu"

    dism /online /add-package /packagepath:"full path to.cab"
    just put the full path to the file between the quotes.
