The computer was rebooted many times in the troubleshooting process.
So far reboots have not fixed these 5 failed updates.
Nothing to do with rebooting. It's down to running repairs with an active internet connection (thus a windows update check could be running) so you'd need to try repairs in the first instance when disconnected.

EDIT: Also I don't know if you might need to install servicing stack updates before it will work:

Edited previous post. I know that on windows 7 servicing stack update had to be installed for windows update to work and repairs had to be carried out when not connected to the internet.

Multiple troubleshooting steps had failed to fix net framework, scannow, and restorehealth problems.
And multiple in place upgrades failed.

Modifications were made on each in place upgrade.
The last one fixed the net framework, scannow, and restorehealth problems.

The computer is functioning normally now except for these 5 Windows updates.

Had the in place upgrade failed I was planning to custom install.
This requires reinstallation of drivers and applications.

With the last in place working I was considering another in place upgrade repair.

What repair methods are you suggesting that were not already performed after the last in place upgrade repair?

Okay I have not read all previous efforts but I would suggest making sure that you have the servicing stack update installed and if resetting windows update components make sure that you are offline (no internet) when resetting.

FYI: Offline repair means boot with no internet or with router switched off. Then run windows update reset tools.

Well have a look for whatever the latest servicing stack update is and make sure that you already have it and install it if missing.

Possibly this one is the latest for 1909

The one I posted earlier was for 20H2

So if you didn't already try it reset windows update components offline or even run the tool in safe mode and see what gives. It would need a reboot before going back online then you'd have to wait 5 or ten minutes for an update check to run if it works.

Other than that you could try scanning for and installing updates vis Dism++ portable.

    Releases . Chuyu-Team/Dism-Multi-language . GitHub

Place the wsusscn3.cab file in the config folder once the program has been extracted.

    Restore Health

Then scan for updates and install if found.

After that I have no more ideas.
