This might be a job for @zbook, he is excellent on these sort of errors. In the meantime, please perform the following . . .

     DISM - Online RestoreHealth FAILS

If DISM fails to run, this is a solution I came up with which has worked many times . . .

[1] Press the Win + X keys together > Command Prompt (Admin).
[2] Highlight ALL the commands below.

    IMPORTANT:

To run DISM, you MUST be connected to the Internet to allow the Repair of any Component Store corruption.

[3] Press the Ctrl + C keys together.
[4] Right-click inside the Administrator: Command Prompt Window > Paste.
    [5] Press Enter.

    Code:

    taskkill /im TiWorker.exe /f 1>nul 2>nul
    taskkill /im TrustedInstaller.exe /f 1>nul 2>nul
    Dism /Online /Cleanup-Image /RestoreHealth

    • When the above has finished processing . . .

[6] Right-click on the title bar of the Administrator: Command Prompt Window > Edit > Select All.
[7] Right-click on the title bar of the Administrator: Command Prompt Window again > Edit > Copy.

    • Paste the results into your post using the [CODE] tags . . .

[8] In your post, click the Hashtag icon #.
[9] Click INSIDE the [CODE]Here[CODE] tags and press the Ctrl + V keys together.

In your post it will look like this . . .

    Code:

    <<< Results here >>>

    I hope this helps.

You must be psychic, that was the next thing I was going to recommend!

Use the ISO for the Repair [ I wrote this to hopefully make it easy ] . . .

DISM - Online RestoreHealth FAILS [ Use Source ]

DISM /Online /Cleanup-Image /RestoreHealth attempts to Repair any Corrupted, Damaged, or Missing files.

However, this will NOT work if . . .

    • You are NOT connected to the Internet.
    • The Windows Update Service is NOT working correctly.

A simple solution to this is to Download an ISO [ maybe on another computer if necessary ] and use that to perform the Repair using the /Source [ the install.wim file ] Parameter, and the /LimitAcess Parameter [ tells DISM NOT to use the Windows Update Service for Repair ].

NOTE: The install.wim can contain more than one Edition.
IMPORTANT: The ISO MUST be the SAME Version, Edition, & Language as the installed OS.

ISO download information is available if required.

IMPORTANT: In the CODE below, you will need to CHANGE the following . . .

    • # to the Mounted Drive Letter.
    • * to the Index Number of the installed OS.

[1] Elevated Command Prompt - Press the Win + X keys together > Command Prompt (Admin).

[2] Mount - Double-click the ISO to Mount it.

[3] Find Index Number - Type the following into the Elevated Command Prompt > Enter.

    Code:

    Dism /Get-WimInfo /WimFile:#:\Sources\install.wim

[4] Repair - Type the following into the Elevated Command Prompt > Enter.

    Code:

    Dism /Online /Cleanup-Image /RestoreHealth /Source:Wim:#:\Sources\install.wim:* /LimitAccess

[5] Unmount - Type the following into the Elevated Command Prompt > Enter.

    Code:

    PowerShell Dismount-DiskImage -DevicePath \\.\#:

    [6] Restart the computer.

    I hope this helps.
