Stuck in Loop: Windows 10 Cumulative Update 2021-01

I installed the attached update, and the "Restart Required, Status: Pending restart" prompt appears. After restarting, it comes back. Windows isn't recognizing the update. Windows build 19041.685. Thanks for ideas.

Maybe try installing this first. It's included in the one you're having problems with. It's a servicing stack update.
