Usually it's the motherboard that triggers activation problems. Even then you can usually call MS and get them to okay it.

There is a detailed explanation of hardware IDs and activation from Ten Forums member Kari here:
The Windows 10 Digital License is based on HWID 3. As long as the Windows edition, motherboard and CPU remain the same, once the computer has been activated, all future clean installs on that computer also will activate automatically. Note that all HWIDs exclude storage media entirely.

You can change the CPU and not lose activation.

Windows 10 Digital License – How to transfer – Win10.Guru
Transferring to a new build which I have never done yet, but I imagine someday I would. Has to not be an OEM install. At least the process looks to be fairly simple.

The issue with licensing is the OEM is tied to the computer it is first installed on, not legal to transfer to a different machine. The Retail version can be transferred to a Replacement computer, but not on both at the same time.

I have seen in the past where an OEM CD or DVD that had a brand/label on it wouldn't even install in a different brand, was coded to recognize only certain hardware.
