Problem updating 2 laptops

I have two older laptops that I have been trying to update to Windows V2004 or 20H2. I had no problems updating my ASUS laptop or desktops to 2004 and 20H2.

The HP Model 15-bwO32AU when I try to update gets to a boot operation and it comes back after I have to restart the laptop and restores to 1909. Once restored it gives error code 0xc1900101-ox20017 The installation failed in the Safe_OS phase with an error during BOOT operation.

The Toshiba Satellite L500 Part No PSLS3A_049002 when I try to update gets to a boot operation and it comes back after I have to restart the laptop and restores to 1909. Once restored it gives error code 0xc1900101-0x30018 The installation failed in the FIRST_BOOT phase with an error during SYSPREP_SPECIALIZE operation.

I have tried every suggested fix from this site, Microsoft site and every other site I can find a suggested fix for problem to no avail. I have tried installing the update in four different ways to do update and have even tried reset on laptops with no success. I have also checked drivers and they are latest drivers supplied by manufacturer.

Does anyone have any other suggestion as both laptops work well and have been well maintained?

You didn't mention WHICH 4 different ways you've tried to update them.

If you haven't done so already, I would try the In-Place Upgrade method. It has the advantage of not only upgrading your OS, but repairing it as well.
Repair Install Windows 10 with an In-place Upgrade

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect (free)
Macrium Software | Macrium Reflect Free

Go here and get the Media Creation Tool and save it to your desktop.

RUN the Media Creation Tool and use it to: Create an ISO image... save IT to your desktop.
This will be the latest version of the ISO image.

For older ISO image versions, go here instead...
Download Windows 10 ISO File

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will look like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.

Thanks for your suggestions but I have already done the update and also the Repair Install Windows 10 with an In-place Upgrade. I have also tried to upgrade straight from Media Ceation Tool, offered update and Windows 10 reset.

Understand, that I've never owned a laptop. I know they have... a more restricted BIOS.
So take this with a grain of salt, as this was done on a desktop...

While I was googling his error code, I saw both of your error codes come up multiple times.
Maybe this info, will help someone, help you with your issue.

Update the specs in the "My Computer" section for the HP computer:

System Specs - Fill in at Ten Forums
In the left corner below in your post you find 'My System Specs'.
After clicking it you can find a link a little below that says 'Update your System Spec', click on this link to get to the page where you can fill in your system specs.
System Info - See Your System Specs - Windows 7 Help Forums

Include PSU. cooler, case, peripherals and anything attached to the computer by wired or wireless (mouse, keyboard, headset, printer, xbox, USB wireless network card, etc.)

0xC1900101-0x20017 is most often a rollback related to drivers.
There can be other causes.

List any installed non-Microsoft software:
a) antivirus
b) firewall
c) drive encryption

Instead of troubleshooting you can perform:
a) Windows refresh
b) reset save files
c) reset remove files
d) custom install
e) clean install

Refresh Windows 10
Reset Windows 10
Custom Install Windows 10
Clean Install Windows 10

Thanks again for your suggestions but I have already done bios and driver updates as needed. I have also tried a clean install on each. I am maintaining/updating these laptops for other people and only post when I am really stumped. I am beginning to suspect that MS hasn't included support for older processors in latest releases. I could post the laptop's spec after getting it with Belarc Advisor but if MS is serious about rolling out Win10 to as many computers as possible, I should not be having these problems.
