I know 1903 is near end of life.
What I am asking, there is a link to download kb4586859 cab file, but actually the file downloaded is kb4586786 cab.
For this I was not answered.
And by the way, both files are not listed in MS updates catalog catalog.
Still waiting for the right answer.

A simple search for '1903 Servicing Stack Update' and '1903 Cumulative Update' on Microsoft Update Catalog produced these results -

Neither KB you mentioned is there, and there are no release notes from Microsoft.
What is listed is what is released.
I'm not sure where you got your information, but the "latest" for 1903 was released on 10/12.
The ones your looking for may be released on 11/10, which is Patch Tuesday. You can wait and see.
BTW, you can keep snarky comments such as "I wasn't answered" and "still waiting for the right answer" to yourself.
People here are volunteers who have busy lives, not paid employees, so people aren't always going to jump right on your question, or have time to follow up as fast as you would like.
