Let's just say that I still want to wait to update until Thursday, will it still wait until Thursday to install, or will the Patch Tuesday updates make the 2004 update install along with the rest of the updates? I just want to make sure that they won't install on Tuesday instead of Thursday. And how would I prevent the feature update from installing on Tuesday instead?
Windows update will probably give you 2009 now not 2004. I used the Heidoc.net tool to get the 2004 ISO file for my upgrade - Microsoft Windows and Office ISO Download Tool

You will probably be offered 2009 after updating to 2004 by this method but you have to consent to the 2009 update or you can defer it using Group Policy if you have the Pro version.

How can it give me 2009 now, when 2004 has been downloaded, but hasn't been fully installed yet?

Microsoft changed the naming convention this time around from the long-standing yymm format (i.e. 1909 = September 2019, 2004 = April 2020), to the yy1st half/2nd half of the year format, so the "official" name is 20H2 (2020 2nd half).

If you do not have 2004 installed, 20H2 will be a full (quite large) install.

If you do, 20H2 is a quick patch.

We are holding off on installing 20H2, which has been our practice for new versions of Windows 10 for a while now.

Microsoft is currently "throttling" 20H2 availability to all users at this time.

Since you already updated to 2004, do you think that it's safe enough to update to it now from 1909? I just want to make sure before I actually choose to restart and update.

If you are sure Windows Update has downloaded 2009 then that is what will be installed. Expect an upgrade to 20H2 soon which is best postponed for a while.

When we first tested it in June, there were a lot of issues.

When we re-tested again in September, it was "good enough" to install, so we proceeded.

If you are not having any issues with your current version, it should not be a problem.

If you are, fix those first before upgrading.

Do a full disk image backup first.

You have 10 days after the install date to roll back to your previous version, but if you find something you can't live with on day 11, a disk image would be the only way to get back to where you were.

Well I did have problems but they were solved by disabling hardware acceleration in Chrome and Edge. I just want to make sure that I don't have to buy a new computer because of the update doing too much damage. Or at least having to reinstall Windows 10. Which I don't have the disk for or anything else for it. But hopefully things won't be that bad.

That's why it's strongly advised to do a disk image backup first.

If your not, you might look into these tools before proceeding -

Macrium Reflect Free - free software for making disk images

Macrium Software | Macrium Reflect Free

A 1 TB external USB hard drive to store backups - they are now less than 50 dollars US.

Karen's Replicator - free tool to backup files and folders between disk images

Karen's Replicator the Backup Utility for Windows v3.7.6 Released May 25, 2020 | Karen's Power Tools

What will doing a disk image backup help me? Does it just basically save everything? Like a regular backup?

An image is a complete copy of you HDD or SDD.
You can restore at the point the image was made.
It will erase the drive and old image will be restored.
Good if the drive and OS become corrupted beyond normal fixing.
