You can find many articles about Windows malware. Will you stop using Windows because of malware?
That's a foolish question. Will you purposely load malware on your computer by not being interested enough to search out answers?

    Howdy Folks,

My Updates & Security window has gone missing, replaced by Delivery Optimization (see attached).

Since I have recently changed WU control from Group Policy setting: "Notify for download and notify for install" to using Sledgehammer:
    1. Installed Sledgehammer
    2. Disabled WU Group Policy Setting "Notify for download, etc."

All worked well for the first week or so until I found the Updates & Security window has been replaced. Thinking Sledgehammer was responsible I uninstalled it, but the Updates & Security window has not returned:
    1. Enabled WU Group Policy Setting "Notify for download, etc."
    2. Uninstalled Sledgehammer.

Appreciation goes out to all who have any thoughts to share!
I have been pondering this since you posted it. It seems I used WUMgr for about two days and this same thing happened to me, Its been awhile now but I'm pretty sure that was it. I deleted the program and all was right again. I probably just clicked a setting I shouldn't have. There isn't any manual or instructions that I was able to find.
    FWIW ;-)

It seems worth checking the Registry key that can be used to hide Settings entries.

Has the OP used "Update Manager for Windows", which will "Hide WU Settings Page" as shown below?

Run the following on elevated Command Prompt to show the "Windows Update" settings page:
    Code:
    (REG Add "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer" /V "SettingsPageVisibility" /T REG_SZ /D "show:windowsupdate" /F)
