windows update service do not offer me an update to 2004
can i update to version 2004 with using windows update assistant without any problem?
i am asking this because service do not show any update offers to 2004 to me

When upgrading Windows you can skip versions / builds.
Upgrades can be performed with the upgrade assistant or with a Windows 10 iso.
When troubleshooting Windows 10 iso offer more flexibility.
Before upgrading steps can be made to increase the likelihood of success:
1) uninstall any non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software
2) update drivers
3) update BIOS
4) remove non-essential hardware
5) verify that the drive has > 30 GB free space

I would suggest making a full backup of your first with Macrium Reflect as there's no guarantee you won't have problems.
I would also make bootable USB using Media Creation Tool from the link you posted, then you can boot from it or just run setup from it to start the Windows 10 2004 installation process.

That's a FAQ. Most probable:i want to know that why windows update service does not offer that 2004 upgrade to me?
a. MS has blocked it because of a possible compatibility issue with your PC/PC configuration
or
b. Builds are rolled out progressively over months, prioritising those deemed most compatible
If (a) my understanding is (and this is only what I've heard) that for current builds, even downloading and using an iso file will not bypass the compatibility check. (There is the question of whether that applies if you are not online when attempting the upgrade).
As @zbook says, you can't find out definitively - although perhaps a failure to upgrade using an iso file might tell you there is an incompatibility, but not what it is.

that i understand microsoft blocked it for compatibility issue that you mention
but it also says you can use the assistant for upgrade
but we do not know if it fails or not
so there are still 2 options for me
a. waiting for weeks and months (already passed 5 months) to ms open on windows update service
b. trying to upgrade from assistant or using iso
for 2nd option i need to backup my hdd,
making live disk for 1909 version
making live disk for 2004 upgrade
my system is stable on 1909 version, using it without any problems, i think i am going to wait for a while
if i have a free time i will do the 2nd option
