Set it up like this... and then click the Save and Apply box (lower left). Then just click the Update Windows Now (lower right)
When it's done searching, it will present you with a list of available updates. Just put a check mark in all (except any driver updates), and then click Install Checked (upper right).
This isn't anything complicated. It's just a way to check for updates while NOT using WU. IF it works, then you know the problem is with WU itself. If this doesn't work, then you have an issue with something OTHER than Windows Update.
/edit... I notice you have Norton 360. If that has a firewall, you need to make sure that WU is allowed "through" the firewall.
