"we couldn't finish installing updates" every time

On my HP Envy 17 running Windows 10 with 16 GB of RAM,

Every time Windows 10 tries to install "Feature Update for Windows 10 Version 1909" It always errors out "Undoing changes made to your computer" pre-log-in and "we couldn't finish installing updates" after logging in.

After Windows undoes the changes, the laptop will power off and on by itself seven or eight times before booting up and after I log in, that is when I ALWAYS receive the "we couldn't finish installing updates"
error message. Viewing details gives error 0x8007001f

Google searches of both these error messages only result in spammy dodgy results and no other help forums regarding these. The search for "we couldn't finish installing updates" was WAY worse when it came to results.

Does anybody know what the problem could be

What security software other than Defender is on it?

Defender is the only one on this machine

Check to make sure it hasn't already been installed (Update History). If so, uninstall it.

Then, check/note the KB number of the update and download the file manually. Install it manually (also do this part if it hasn't been installed in the first place)

That is irrelevant. That article is for upgrading to Windows 10 from OLDER OSes which I am NOT trying to do

I use image health by KYHI to run some commands before an upgrade. It saves typing out all of the DISM commands. Downloads - Image Health - ToolsLib

Then restart the computer.

SFC /scannow reports "windows resource protection could not perform the requested operation"

Dism reports "cannot find the file specified"


It said to try to use the /source option but I am UNABLE to get an ISO from Microsoft as it ONLY lets me download the Media Creation Tool and that gives an error

Media Creation tool reports "the code execution cannot proceed because version.dll was not found"


Now what?

I tried to do option three after downloading an ISO from another PC and I get the following error message

"the wim contains invalid compressed data"
