Looks like you got the ISO from Heidoc?
I would try the one using Rufus.
Rufus - The Official Website (Download, New Releases)
To download an ISO in Rufus, click the drop down arrow next to the Select button, and select Download. Then, when Download replaces Select on the button, click on it to start.
A white dialog box will display, and you can select the version, language, and "bitness" (32 or 64-bit) of the ISO you want.
If you go to windows update and view update history have any been install successfully? (Since the time you installed original windows)

Post #6 doesn't sound like a Windows Update problem.
Looks like the OP tried the basic steps to reset Windows Update in post #1.
Yes but thinking Shawn's reset is more complete.
Interesting that inplace repair / upgrade, whether created with Media Creation tool or from ISO does not work.
Went back and reviewed.
You posted a log from
dism /online /cleanup-image /restorehealth
and it failed on several "Source files could not be found"
Now that you have the 1903 ISO you should be able to do step 6 in this tutorial using that ISO as the source to get those files.

I revisited this -
This error can be caused by a few things, including -
1. Not enough free disk space.
2. Drive that Windows is installed on (normally the C drive) is not the Active partition.
3. Other connected drives.

Go to Disk Management (Windows key + R, enter diskmgmt.msc) and post a screen shot.

I tried the iso downloaded by Rufus but it still gave the same result.
I ran the Windows Update Reset script without errors. After a reboot and trying a Windows update it still gives error 0x80073701.
I'll include a screenshot of the update history page.

Some context for the screenshot of Disk Management.
Disk 0 is my SSD and disk 1 and 2 are HDDs.
I wanted to install Linux on the space that is still unallocated on disk 0 and use disk 1 as extra storage for it. I just didn't get around to that yet.
Should I try disconnecting disk 1 and extend the Windows partition?
I would leave Disk 1 as is, and give Disk 0 more allocated space.
8.59 GB is not enough to install Windows 10.
64-bit requires 20 GB minimum to install.
So that's why the installer was choking when you tried to do a repair install using the ISO.
I would double that to 40 GB.
You might also run Disk Cleanup on that drive as well.
