I have an older system with W10 1909, that according to MS is not ready for 2004 yet:

Since I am not making any changes to this system, does that mean the 2004 will never get to it?

I guess, this message can be interpreted a number of different ways...
Wrong message - Windows isn't ready for your PC!

Good edit. However, to be fair v2004 has been offered on two 2006 vintage PCs I manage.

Sounds like people would rather MS push the update out to everyone regardless of the consequences. Appears the MS can’t win, bad if they push to all and bad if they try to be careful and not trash folks PCs. Whiners just need to whine.

It's Microsoft's attempt at being humourous maintaining its serious yet informal nature, whilst being careful not to cross the line by using more playful humour. Microsoft is being formally funny by using juxtaposition, implicit teasing, call and response, and having the tone of a smart aleck. All jokes have a bit of truth in them. What makes the joke funny is the connotations that's conveyed implicitly to say that Microsoft thinks your computer sucks.

Let me just juxtapose my opinion about MS:

    Microsoft, you suck...

Since "all jokes have a bit of truth in them", this is actually funny, even if my opinion is conveyed explicitly...
