Negative. I've got metered connection and don't download on a metered connection set.
    It started downloading anyway.
The following one does not work:

Use the one shown in my post #19 on page 2.

Have you set connections as metered via a Registry hack as shown below?
No, just through the Newtwork Settings. I haven't made any registry changes for this, nor do I want to. It is usually not that important.

Do you mean the message shown in the screenshot in my post #10?
No, that snip was from your post #14

Hi, have you considered using 'defer' - either in Settings or the group policy editor, as you have Pro?

Or is it the case that the Pause/Resume bug overrides that?
It seems to be overriding that. I had mine set to defer for 30 days.
It was a complete surprise when it started "getting things ready" because that "couldn't" happen given all my settings.

If you want to stop feature updates, you have to set connections as metered via a Registry change, which can be made automatically via a script mentioned in the said advertisement.

Sledgehammer- blocks Windows Updates, enables Defender updates, and includes WUMgr which lets you manually scan for updates and choose what to do with them. Free.

Note that you must manually check for updates if you use Sledgehammer, which cannot check for updates automatically.

    Thank you both.
I looked at Sledgehammer a while back. It looks good, but under normal circumstances I'm not that concerned about updates.

I may try the registry method. But I'm thinking of experimenting with this issue a little bit before doing that. Maybe this weekend.

They both sound like the solution though. I will report back with results.

Registry edits seemed to have solved my problem of how do I get current 1909 updates.
After making the changes I un-paused updates and only the two newest 1909 updates started, then stopped with the message that "updates are available and you can download them when you are not on a metered connection."
Downloaded and installed the updates. "You're up to date".

The Feature Update is no longer offered. It was ready before (not to be confused with "it is coming but your PC is not ready").
This could be because I have the Delay Feature Updates set to 30 days (30 days from when?).
When I set a delay on quality updates WU just doesn't show any updates. That is probably what is happening here.
It also may be because of the "failed" installation (failed because I forced a hard stop).

I play with it some more.

Another note: I was getting the "updates are available and you can download them when you are not on a metered connection." message for 1909 updates before I made these changes.

Undo other changes and only use metered connection. See whether the feature update will be downloaded automatically.

If you had run "Disable hijackers.cmd" in the said advertisement, the updates would not have started, and you would have seen a pop-up notification instead. Try it out. All changes made by the scripts can be undone by running "Undo everything.cmd".
