    You could take courage in both hands, create a disk image, download a 2004 iso, attempt the upgrade, then inspect the log files if it fails. Or you might get some obvious failure of course.

    All else is likely to be mere speculation.

    Update.
    I have built a new desktop, Gigabyte Z390 Designaire and i7 8700K. Using the Intel CPU video.
    Used SSD from old system. Win 10 is activated and old motherboard (ASUS) drivers deleted.

    Still no 2004 which suggests something in my Win 10 OS. But as noted a clean install, unless an absolute must, its out of the question due to loss of a lot of recording studio add-ons that can't be reloaded.

    I don't show that feature update message anymore. Nothing to say 2004 is coming.

    On my laptop, (second system) it never says anything about the 2004 update. It will look like it never existed.

    This happened to me aswell. It means that it will show up next time it checks for updates, and available.

    Create a system image
    Install from iso see what happens.
    Goes bad restore system image.

    Made a Macrium full drive image then tried an upgrade yesterday. Got to 75% and aborted and then restored system.
