It's not an error message - it's informing you that a registry change has been made equivalent to a group policy change- thus this can appear on Home or Pro.
Could have been... a manual registry change; some tweak tool...

You already have. Cause and effect: you have enabled the group policy to notify for download (as I have) so you get the notice. Set it to 'not configured' and the message will go away. Your screenshots match mine.
The message about Organizations is poorly placed and just causes confusion.
The confusion is the use of the word 'organizations' as a catch-all for this. It is an appropriate description for a domain-joined PC, less so for one where the 'organizer' is yourself acting as the administrator.

In Pro, you would make that change using the group policy editor, so no, not as far as I know..Now, I want to be notified for Download, without the message being present. Is this possible?
Used a .reg file to set up it up for notifications? If so it should have made the same changes as setting the group policy, and will show as that policy being enabled in gpedit.
For a non-domain system, the message shouldn't be there, IMHO.

For a non-domain user the message is there to warn that the registry has been modified to change Windows behaviour beyond the limits available in Settings. No, if you want notifications that's always going to trigger that 'Some settings are managed...' banner.
It's not there by default in v2004, but it really depends on which policies or registry values have been configured.
The original 10240 release had this message popping up in error all over the place. That was corrected over the next few releases.
There is nothing to correct in 2004 because it is now behaving exactly as Microsoft intended. I can't recall seeing any spurious warning since 1809 (or earlier). Your particular one for notification to download being enabled is exactly the same for 2004 as it was in 1903/1909 - by design.
