There are other threads with update problems related to KB4556799.

Consider upgrading to 1909 or 2004.

Download the "externally" installable file from
    https://www.catalog.update.microsoft...px?q=KB4556799

.... but upgrading to 1909 or 2004 is even more preferable.

I followed the video instructions, and had an error when I did DISM /Online /Cleanup-image /RestoreHealth in the command Prompt

    [==========================100.0%==========================]
    Error: 0x800f081f

The source files could not be found.
Use the "Source" option to specify the location of the files that are required to restore the feature. For more information on specifying a source location, see http://go.microsoft.com/fwlink/?LinkId=243077.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log

    What do I do after?

You need a source. Do you have a Windows ISO file, which is necessary for the following:

    DISM /Online /Cleanup-Image /RestoreHealth /Source:wim:X:\sources\install.wim:1 /limitaccess

Use DISM to Repair Windows 10 Image

    it says type Dism /Online /Cleanup-Image /RestoreHealth /Source:wim:Full Path to install.wim file:<Index Number>

Mount the ISO file. You will see a DVD Drive letter in the file-path field. Replace the "X" below with the correct letter.

    DISM /Get-WimInfo /WimFile:X:\sources\install.wim

    Post the results.

The "install.wim" file is in the ISO file from which Windows 10 was installed.
If you have no ISO file, use the following software to download it.
