No. And the update I list is is new. I've no idea what update you're talking about since you never said what it was. That might help, but I guess troubleshooting around here requires no pertinent info
Anyway as I said earlier there's too many reasons why update fails - pertinent info narrows things.
I've just updated Windows 1909 to 18363.836 by installing KB4556799.
This was not yet installed on the computer you're using.
So run windows updates and post images into the thread.
In the left lower corner search type: windows updates > post images of the available windows updates > perform windows updates > post images of the windows update screen after downloading with message that a reboot is needed > reboot > post an image of windows updates
There was only 2 different images. The bottom one is what you see when opening update and the top on is what you see when the update finishes.
Now we know where to focus since we have some info...
Anyway, have you installed (do you have) any language packs?
If so see this Microsoft notice - November 12, 2019—KB4523205 (OS Build 17763.864). Note the second "Known issues in this update" and follow the workaround. (Never mind the old KB focus on the error code and note the fix).
