2020-03 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4538461)
I've run the troubleshooter. I've disabled AV. I've reset windows modules. I've tried in clean boot.
For awhile it was getting stuck at 90% and I had to force shutdown. Today the updater ran its course but after restart I was still in 1809.

Upgrade to Windows 10
Some of these things you've done:
Note that sometimes upgrading simply need patience and may take some hours. See threads on this in tenforums.
a. preparing to upgrade: you can try:
- remove or disable any 3rd party AV
- a clean boot (Google if unsure how)
- ensure you have at least 30Gb, say, free on C:
- disconnect any unnecessary peripherals
b. Attempt the upgrade manually- without accepting updates as part of it.
Download the iso for the Windows build to which you wish to upgrade. (MS media creation tool).
You can disconnect the internet to be sure.
Rt click the iso, click Mount (if available)
Open the new drive letter created, double click setup.exe
Note: on one PC I found the upgrade would not complete. Following (b) it completed in an hour.
Sometimes it may be necessary to run
chkdsk c: /F
sfc /scannow
from an admin command or Powershel prompt, or perform an in-place upgrade repair install.
Diagnosing a failed upgrade is highly problematic, can be incredibly time consuming, and may not succeed.

setupdiag.exe
