    Thanks once again for the help. I checked my Registry settings and only the 3G and 4G entries are set to "2" indicating metered connection. The Default, Ethernet, and WiFi entries are all set to "1" which means not metered. Apparently Microsoft considers the Ethernet connection as never needing to be metered.

    I'll review the various options and determine how to proceed.
