update KB4528760 gives error 0x80073701  

Hi,Microsoft gives the update KB4528760 and I was able to install it flawlessly on my asus laptop,but with my HP laptop it has been downloaded since three days but when installing I get error 0x80073701.

I have done this a number of times but without result and when I fix the error I get the advice to do an sfc / scannow, which then always says that nothing is wrong.Then I do the series dism via my powershell with administrator rights as prescribed, but it also says that there are no problems.but the update always failsis that Microsoft or the HP laptop?There were no problems with the asus.However, I thought it was an important update?
