That is the case in the EU and many other places.
Where does this comment come from?

The transfer rights clause does not apply in Germany**, which has its own laws on the subject, but I am not aware of any EU-wide law.
[** A fact that is stated in the licence]

All software that has been sold for a lump sum payment is eligible for resale. That is in keeping with basic principle of International copyright law. Right of distribution is exhausted on the first sale. The same as with everything else that is sold - cars, diamond jewellery, land, books, bicycles and so on.

Clearly, if you buy a car you can give away or sell the car, or any part of it - e.g. the wheels or the battery. Same with a pc or anything else.

An author of software cannot oppose the resale of his ‘used’ licences.

Does anyone know if the versions of Windows 10 on offer here are like the old 'retail' licences that could be moved to another machine or are they tied to one machine once installed on that machine.

Typically the site does not make this clear, as far as I can see, and trying to use the useless chat feature does nnot connect to a real person.
The link is for the retail (transferable) product. If you select the download method, I believe you get a product key on the receipt delivered via email. If you select the USB method, then you get the full retail packaged product which will have the product key on a Certificate of Authenticity on the inside of the package. The one you want to stay away with is purchasing Windows for the Microsoft Store App - that only gets you a digital license for that computer, not an actual product key.

That CJEU judgement bears absolutely no relation to the claimed subject, "software cannot be tied to a specific piece of hardware. That is the case in the entire EU".

Germany is, as stated in the licence, the only EU country to which the Windows licence transfer terms do not apply.

You can Transfer Windows 10 Pro Pack purchased from Windows 10 Store, i know i've done it from my old AMD FX 8310 system when i got my Intel I7 7700 System in September 2017

    "Yes, it can be transferred:

Transfer Windows 10 Pro Pack Key to a new Computer

Open Settings > Update & security > Activation > Troubleshooter.
Sign in with your Microsoft Account used to purchase the Pro Pack license.
After troubleshooting is completed, Windows 10 will indicate a digital license for Windows 10 Pro has been found.
Click Activate Windows then follow the on-screen wizard."

and in the future whenever i get a newer PC, i'll probably transfer it again possibly to my next new system if and when i ever upgrade to a new system"
