All software that has been sold for a lump sum payment is eligible for resale. That is in keeping with basic principle of International copyright law. Right of distribution is exhausted on the first sale. The same as with everything else that is sold - cars, diamond jewellery, land, books, bicycles and so on.
Clearly, if you buy a car you can give away or sell the car, or any part of it - e.g. the wheels or the battery. Same with a pc or anything else.

The link is for the retail (transferable) product. If you select the download method, I believe you get a product key on the receipt delivered via email. If you select the USB method, then you get the full retail packaged product which will have the product key on a Certificate of Authenticity on the inside of the package. The one you want to stay away with is purchasing Windows for the Microsoft Store App - that only gets you a digital license for that computer, not an actual product key.

You can Transfer Windows 10 Pro Pack purchased from Windows 10 Store, i know i've done it from my old AMD FX 8310 system when i got my Intel I7 7700 System in September 2017

and in the future whenever i get a newer PC, i'll probably transfer it again possibly to my next new system if and when i ever upgrade to a new system"
