    November Update yes or no?

I am not sure if I have the new Update or not, as in Settings I see on the one hand Windows 10 is 'up to date', but on the other it lists an update as 'failed to install'. Plus I understand that the 'features' part of the update has to be activated separately.
What are the features I can activate, how, and are they worthwhile?
I have been unable to check the Version I now have. From memory I thought it was simple, just running sys/ver, but that does not work, nor have I found it in Control Panel as an article online claims..

Click Start and type Winver. that will tell you if you have 1909 (18363) or 1903 (18362).

The new features are not a significant change, it's a relatively minor update. They are listed here:

My apologies, I see there is a News article which I should have looked at first as it answers some of my questions --- although not all?

The update to 1909 is optional. If you are on 1903 and fully up to date you should see it as available in Windows Update.
