Windows Updates item gone from Settings/Update and Security

Winver: 1809, build 17763.805. Issue: Windows Updates item gone from the left hand column of Settings/Update and Security. Disappeared after installing KB4519338. The update installed ok and I noticed the Settings issue after a warmstart. Obviously that causes all kinds of problems. I had been using a combination of GPEDIT, WUSHOWHIDE, and the Windows Update Catalog to tip toe through the available updates. I have done all the recommended deferrals, disables/enables to ratchet down undesirable updates.
GPEDIT futzing with Control Panel show or not show Windows Update has not helped. Attempting to add/remove WU items from the Context Menu have not been successful.
My workaround has been to use WUMgr ver 1.0 for managing WU. That seems to be successful, but I sure would like to get back to being able to use Win10 Settings as designed.
I can upload a bunch of clips, but rather than do that I'd like to solicit some ideas? head scratching? disappeared - really?
    TIA, Dick

    Hi, you could try..
    - reset group policies to default (tutorial available)
Is it possible there's a policy to remove Windows Updates from Settings and you have used that? Example:

    You could try:
    - re-register Settings (tutorial)
Reinstall and Re-register Apps in Windows 10

Your specs say you have Win 8.1 and don't say if Home or Pro. Some people attempt to add the GP editor to Home editions (which only partially works) so I don't know where you're starting from.

    Searchable list of tutorials:
    Windows 10 Tutorial Index

If you have Pro, a stable way to manage updates is
    a - defer feature updates
b - set updates to Notify
c - leave those settings alone.

    Thanks Dalchina

Thanks for taking the time to offer some ideas.
My Computers//Computer Two describes the Win10 Pro laptop I'm using to get comfortable with migrating to Win10.

I'm currently using the Policy Editor to put some bounds around WU. Features deferred 365 days, Quality deferred 15 days, no driver updates, no Previews, update Notifications with no Auto Download, Control Panel/Settings Page visibility = Not Configured.
Those are the settings before and after KB4519338.

I looked at the Resetting/Reregistering options and couldn't see any that addressed WU entries in Settings or even an opportunity to re-register WU itself.

Net: I'm ok as long as WUMgr plus the Policy Editor continue to work as advertised. If [and when] MS changes their WU interface and WUMgr stops working, I'm really hosed.
The puzzle is why WU disappeared from Settings in the first place.

I have no idea if the Win10 Home users are having similar problems since I don't have any to look at.

Here's what shows up after KB4519338.

And this is what Advanced Options looks like.

I said - since the item is missing from Settings- re-register Settings - the Settings app. I did not mention WU at that point.

Thus you open the tutorial, search for Settings - not WU - and you find
Windows Updates item gone from Settings/Update and Security-1.png
and you follow the instructions at the start of the section in which that is.

However, I feel it's much more likely you've disabled the ability to manage WU - hence my comment about the group policy editor.

If WU is missing in Settings in both your current account and a new one created for test purposes, then you can try an in-place upgrade repair install which keeps all progs and data in the hope that this will correct what it seems you may have done.

I use Policy Plus for gpedits (set to notify before downloading #2) and WAU to prevent automatic updates to winver 1809.

My Delivery Optimization and Advanced screens look the same as yours, I'm not certain that KB4519338 made that change on my PC. As a matter of interest, I've installed and subsequently un-installed that update twice as it has caused the cpu to run constantly at 100% or so I thought. Perhaps it was a driver that snuck in at the same time.

I still have visibility of WU check for updates. Just for fun, I tried the check for updates just now on WU and it installed KB4519338 before I could halt the action. The cpu is still operating without excessive utilization, time to reboot just to see if it still works OK.

Update: Lesson learned, don't touch check for updates even if you have workarounds installed. I won't do that again, LOL.

The cpu is still operating normally after reboot so the excessive utilization issue must have been related to the driver update. I noted the details somewhere...

The attachment shows the results from re-registering Settings. There are no contents, just the title. Sometimes the Settings/Update and Security page along with Settings fails instantly and disappears completely. Sometimes the Update page stays up but never completes any content.
Luckily WUMgr continues to do its job and the results are always the same. I'm concluding the WU API is still operational and working as advertised. WUMgr hidden updates match WUSHOWHIDE hidden updates.
I guess I'll just keep thrashing around. I'll post back here if anything changes.

If it's not a group policy setting or some other hack you've applied, then please see the last para of my previous post.

This Home user has no problems with Windows Update.

I'm currently doing my homework on doing the in-place upgrade repair. I have tried the Policy Editor setting for removing WU scan from Settings [including all of the options] and none seem to make a difference. I would like to find a ISO that is just before what I have and has all the recent updates. That will preclude me doing a bunch of 'catch up' updates. I know the build number for just prior to what I have.
Thanks for all your ideas and info.

To get an 1809 iso you can use
    Heidoc iso downloader
    (free, just search for it).

Expect typiucally 1 CU, possibly a .Net framework update...
