Win 10 1903 installation help (Sorry if this is somewhere already)

I'm looking for some help getting the current Windows 10 update installed in. Downloading it doesn't look to be the issue, and the installation starts off fine for the most part, but when it goes to do the first reset around the 10-20% mark, the computer doesn't restart itself, and when I manually turn it back on, the installation process doesn't resume, and the computer reverts back to 1803. Does anyone know what would be causing this to happen, and is there a way to get the update installed in without needing to do a factory reset?

    Welcome to Ten Forums @Blaster

Are you trying to use Windows Update to do the upgrade? If so, rather than windows update, perform an in-place upgrade. Download the ISO from Microsoft. Mount it by double-clicking on the .iso file (or right-click and select Mount) then run the Setup.exe you'll find on the root of the mounted ISO to start the upgrade, as described in this tutorial.

Repair Install Windows 10 with an In-place Upgrade

Make sure you follow steps 8 and 9 to turn off checking for updates as part of the install, this gives the best chance of success.

I seem to be stuck on 11. The instructions given don't seem to match what I've got. Is there another place I could go for instructions on how to get 11 done?

Are you waiting long enough? The installation will appear to hang at 20% for a long while whilst it grabs updates after which the installation proceeds fairly quickly.

That's not the problem though, the issue is a powerdown (which I think, not sure now at this rate) is intentional, to reset to do the rest of the installation, but it doesn't turn itself back on to continue. A manual turn on though reverts the changes.
