Ideas of the best license to activate

I'm building a new desktop. I have some licenses hanging around so I figured I'd at least try to see if I can activate one rather than buy a new win10 pro

One license is a win7 pro on an old dell laptop. That was upgraded to win10 last year but I reverted back when I couldn't get it updated past 1803. The win7 license was an upgrade from XP. But that machine is actually currently running on a full retail 8.1 that I moved there from another machine after deactivating. That 8.1 is probably going to my grandson soon.

Have another desktop running win7 pro that is a full retail also upgraded from XP.

I know there has been discussion on whether you can still upgrade win7/8 but I figure it's worth a shot before plunking down $200.

So would I be better off trying to activate a brand new build off a win7 pro that was originally an upgrade BUT has been used to activate win10. So microsoft knows about this one already and might view it just a an OK change in hardware.

Or deactivate the desktop and swap licenses and use the full retail win7 pro even though that one has not been activated for win10 previously.

Win10 Version 21H2 Pro and Home, Win11 Pro

You could try any of the Pro licenses if going with the Win10 Pro, worst that would happen is No. I've never installed Win8/8.1/10 from a purchased version, mostly do repair or reset types and Upgrades over running Win7 and later. Win8 and later OEM have the Product Key embedded in the hardware. I found a Win8 Ultimate key from the old Microsoft Partners program but it only wanted an Enterprise server to activate. Fortunately there was also a Pro key that did work to Upgrade my Win10 Home to Pro.
