KB4517389 wont install failed 5 times now

KB4517389 wont install failed 5 tiems now
and I have error code 0xd0000034

its telling me it's already installed but windows update wants to keep installing it and I checked winver

right all whats in the logs are upates found no errors and here is screenshot of self installer

Okay uninstalling it and trying the manual install

still having problems I've put updates on pause now as each time I boot up it wants to install it

it keeps telling to do restart as there is pending changes I have and everytime I turn off pc or restart pc its doing it as well
