Can the optional updates be hidden?

Well, it only has new non-security fixes, so it's marked as optional and does not need to be installed. When the next 'Patch Tuesday' update is released with new security patches that one is not optional. Because it will contain the fixes from this optional KB4517211 update this one will no longer be offered.

But as they are optional you can just ignore them, you'll still be able to check for updates and keep up to date with the non-optional updates.
