Do you mean I can install 1803 / 1809 drivers onto 1903?
These would be the Intel HD drivers for the GPU built into the CPU right?
Is there like a file or something that I can over-write in the new OS build?

Please update the progress with the Macrium backup image.
Once you have made a backup image and have learned to restore you can perform trial and error steps.
In addition make a new restore point:
Create System Restore Point in Windows 10
Windows 7 and 8 drivers displayed on the computer or motherboard website can be tested.
Windows updates of non-Microsoft drivers can be turned off.
The closest thing it has to video is the VGA driver though. And this is the HDMI port that has the problem. Are you suggesting that ALL the drivers including perhaps the VGA one should be tested to see if it solves the HDMI problem?
The Intel drivers can be uninstalled and reinstalled for testing purposes.
Alternatively, you can create an iso for an older windows version for testing purposes.
Sometimes computers can have normal performance with 1607 and not 1809 or even windows 7 but not windows 10.
Having both a backup image and restore point gives flexibility for trial and error testing.

Looks like you solved the problem with a lot more effort than it should have taken due to my braindeadness.
I installed the Intel HD graphics driver 9.17.10.2828 from the Acer site and it worked!
What threw me off was that they labeled it "VGA" drivers and I thought it was only for the VGA...as if it was a separate controller. So I never thought to try this driver. Then I noticed the version number is in the format of the other Intel HD drivers. Why did they do that instead of just calling it Graphics Driver or something???
I reinstalled the OS from scracth again and tested.
So summary:
On Windows 10 1803, Intel HD 9.17.10.4459 works.
On Windows 10 1903, Intel HD 9.17.10.4459 does not work.
On Windows 10 1903, Intel HD 9.17.10.2828 works.
So apparantly, for my particular HDMI display...whatever chip it uses causes the 1903 to bomb out and lose the display using the up to date Intel HD drivers.
I'm wondering, should I try to install different Intel HD drivers in between those versions (I assume there are some). Perhaps Acer might have discontinued the product so they never updated it past9.17.10.2828... Or that they knew the Card Reader wouldn't work so they never bothered with Windows 10?

Each computer or motherboard manufacturer will test drivers and update drivers.
These are the best tested drivers.
At sometime the tested driver support ends for each computer or motherboard model.
So the drivers displayed on the computer or motherboard manufacturer websites are the fallback drivers.
Newer drivers may work on newer hardware and newer operating systems.

I reinstalled the latest driver, Intel HD 9.17.10.4459, via Windows Update...and it still works! hahahaha
So I suppose the logical conclusion would be that it didn't matter which version of Intel HD driver I manually installed, whether it be 9.17.10.2828 or some other number. The effect would be the same. The Windows 10 Update process must be the culprit. It must have changed something or overwrote something that didn't agree with the hardware. Just the act of installing a fresh Intel HD driver must "reset" the damage done by the 1903 update.
This conclusion can also be supported by the fact that halfway through the 1903 update, the screen was already blanking out and I needed to bypass the HDMI to see the progress. The Intel HD driver was never "reinstalled" over the same latest one from 1803 during this time. 1903 did something else to mess up the existing Intel HD driver or other parts of the HDMI system to cause this conflict with the hardware.
Hmm...I don't suppose it would be some form of "forced" Aero setting they tried to sneak in there, would it? And my monitor would be too old to support the graphics? Or is that just being overly suspicious? :P

In case there are any unexpected problems make sure you have a fresh backup image with a stable driver then you will have options to restore.
The Media Creation Tool from Microsoft is now 1903.
When will they update it to 1909 usually?
Maybe I should just try to install from scratch.
I'm thinking install 1903 from scratch too to see what happens.
Now that I haven't really modified the computer really.
The iso on the Microsoft website typically changes a little before the upgrade assistant notifications.
