No, not any more.
The last version to say 'Notify for download and notify for install' for option two was 1607. From 1703 on the behaviour of option two was changed to 'Notify for download and auto install'. The behaviour of all other options in the 'Configure Automatic Updates' policy remained unchanged. This change has (some) logic to it, as you wouldn't generally permit the download unless you intended to install it.

My preference is for 'notify to download...' as I prefer not to have my broadband speed unexpectedly slowed down by a download starting without my knowledge.
Unfortunately, that group policy will only work in Windows 10 Pro and Enterprise editions.
