3) perform a reset save files (reinstall drivers and applications)

No, Microsoft don't have such a list. Each manufacturer however does have its own list of their models they have tested (well MS may have a list, but only for the PCs they manufacture) . Not being on the list just means it hasn't been tested. No OEM will test all their models, however old. HP for example do not bother to test anything older than August 2013, but many of their older PCs will happily run Windows 10.
HP Products Tested with Windows 10HP PCs manufactured before August of 2013 might not have a complete set of hardware and/or drivers required to use all of the features in Windows 10.
HP is not testing or developing Windows 10 drivers for these PC products.
Most of my PCs are not on their respective manufacturer's lists, in particular the two listed in 'My Computers' below, but they all are running 1903 without issue. In fact, the Dell Latitude E7440 (built in March 2014) that I'm using to post this reply is running 1903, build 18362.295, but only appears on Dell's list as tested up to version up to 1703.
