It's common for this and safe to do it may be a major update if your not on 1903
It would have helped if I had told you about the previous page, which I can no longer reach, but it was flagging up this message with a red '!' basically telling me that the updates 2018 will cease at the end of August so if I wanted to get it all finished I should click to continue (not the verbatim message but what I remembered of it). I wasn't sure how to get out of this and the action I took brought me to the screenshot page.
Is Microsoft unable to tell from my build that I was already to to date?

What version of W10 are you on? What does Winver say? A message that all updates will cease shortly would suggest that you may be on 1803 which reaches 'end of service' on November 12, 2019.
When your installed version is at or near end of support then windows update will automatically download and install the latest Feature Update (1903 as shown in your screenshot).

Ah I see. I couldn't remember exactly what it said.
Just remembered. A little while ago I was having a problem which I couldn't sort out, to do with programs and closedown taking a long, long, time to complete. My local technie fixed it and said he had come across this and it was to do with an update that didn't work on some systems.
It looks like he reverted back to my current 2018 1803 build.
Now it all makes sense!
I need to find out specifically what was causing the problem as if I let it go back up to 1903 I might get the problem back again.
First, make a system image of the machine as it is now to an external HDD so you can go back yourself if you need to. Macrium Reflect Free is good for that.
Backup and Restore with Macrium Reflect
Then you can let it upgrade to 1903. If the software problem doesn't return you can relax, if it does then you can restore your 1803 image and be back where you started.
The ISO for 1809 is still available from Microsoft, so if 1903 does give you problems you could use the ISO to manually upgrade to 1809 and see it that works with your software. 1809 reaches end of service in May 2020 so it would not try to force 1903 on you until then.
Good idea! In fact, I took a Macrium image this morning!
But then I won't be able to update to 1903 after November so I will somehow need to find what caused the long closedown problem before the cutoff date..

17134.885 is the July 'Patch Tuesday' update for 1803, so at least you are up to date with the latest security fixes.
Any 'cutoff date' only applies to updating through Windows Update. '19H2' is currently with the Windows Insiders and is expected to be released (as 1909?) around November. If/when that happens windows update would try to update you that rather than 1903.
However, if you prepare by getting yourself an ISO of 1809 and/or 1903 you'll be able to use that at any time to upgrade to that version. See my post #3 here:

I don't know if anybody notices when I had VMware workstation on my laptop. A tried to update to 1903 it was causing it to have a conflict with the new windows update to 1903. if this happened to you just update the program or just uninstall it then reinstall it once the update 1903 is on there. has anybody had this problem with a program having conflict with a windows update?
