Windows Update doesn't show any new updates

Even when I manually scan from Windows Update (WU) I don't receive the new Cumulative Updates (CU) from MS (I am not getting KB4505903). I am currently on Win 10 Pro v1903 build 18362.239. This thing happened last month too but I installed the CU manually by downloading it from Windows update catalog. I don't wanna do this every month. The only reason I can think of is I remember putting a delay for CU in the advanced settings of WU (It was I think a montha of delay. This was back when WU were pretty bad, now they seem pretty solid). But recently MS removed those settings from WU. Any way to remove the delay?

Things I have tried so far.
    sfc /scannow --no error
    dism--- no error
set manual delay via GPEDIT to 0 days
    Uninstalling AV

Edit: Forgot about repairing the WU while trying to fix it.

As I understand it, the following link explains why you are not seeing these CUs via WU. Someone correct me if I'm wrong, but WU will not see these "non-Patch Tuesday" updates until they get included in the next Patch Tuesday, or B release, updates. If you want them before the B release updates, you will have to manually install them. Honestly, I have given up trying to predict when WU will get a particular update and just do a system image backup prior to Patch Tuesday. My system runs WU nearly every day and doesn't get updates when they are announced.

I got it today. It showed up when I ran WU. I just had to select to have downloaded and installed. Right now it is still an optional download until the next Patch Tuesday. Always do these types of updates at your own risk.

But the same thing happened with both June & July Patch Tuesday CUs, finally I had to download them manually after almost 3 weeks. I even ran the dreaded "check for updates" manually nothing. I checked the GPEDIT for any configured settings but there was none (all were set to not-configured).

Totally disagree with your comments about Windows updates/Cumulative updates. In fact two of those CUs after the 1903 version update were worse than any of the previous ones all put together for 4 years.
KB4505903, that took 3 attempts on mine to install completely.

In the Update History it shows as
    27/07/19 (KB4505903) (2)
and all the previous ones including these CUs.
    10/07/19 (KB4507453)
    28/06/19 (KB4501375)
    07/06/19 (KB4497935) MMC bugs.
I know next to nothing about updates, but there is one thing I won't do is sabotage things thinking I know better than MS.

Who are you disagreeing with? Me?
If yes, then that was just my opinion/experience. I am not talking about every Win10 user I speak only for me. Also your comment was very helpful for my problem /s

    Are you saying that your

    or that your
Settings, Update, Advanced options does not show a Pause section?

I'm also on build 239 and these items still appear on mine.

In the Win 10 pro you also had the option to delay the feature and quality updates. That's where I think I put like a month or about delay. And now this option is gone.

Your picture did not post correctly. All I can see is Attachment 241579 which leads to a dead end.
