Are updates back to being manually installed?

Are Windows Updates no longer downloaded and installed automatically in 1903? I check for updates and it shows the July updates ready to download. It didn't even give me a notification that updates were ready to install.

In prior versions of Win 10 they installed automatically. I thought that was part of its "claim to fame". I don't know if its something specific to my machines as I was having trouble with the Orchestrator service preventing sleep so I made some changes to the service or is this their latest "improvement" in their update system.

No, you are not alone. I have seen this on several machines now, some running Windows 10 Home.

edit: One computer still on 1809 didn't have the issue. 100% related to 1903.
So its not how it should be? Happening on all my computers. I do wonder if its related to UsoSvc?
