Is Feature Update 1903 Applicable To Windows 10 Enterprise LTSC ??

I'm at 1809 at the moment and was under the impression that this version doesn't update any further except for security updates.
When I go to Windows Update and check it offers Feature Update 1903, click here for download and installation or whatever.
I did and it said "Getting things ready 0%", then suddenly flashed back to the Check for Updates screen.
If I click Check again it offers it over and over.
Is the WUS offering it in error?

(Installation history shows a failed attempt for every one of these).

Interesting. From my understanding, LTSC stays at version 1809 for three years. I'll have to look on my desktop at home which is running LTSC.

It's interesting that mine is offering it and then pulls back, I've never seen WUS act like that, although I'm sure others have.

As I would actually expect, it is not being offered on my computer:

If you check my computer specs, there is absolutely nothing about my computer that should not upgrade easily to 1903. LTSC is supposed to stay at version 1809 for 3 years.

I wonder if somehow it's getting confused because I originally had Pro on that partition.
It shouldn't be the case though, even if I only did a quick format to get rid of it.
If I change the product key to one of the spare Pro keys I have sitting around it will become Pro, or so I believe.
I have Enterprise since I used to test software, which I don't do any more so it's a white elephant I suppose.

If you run 'dism /online /Get-TargetEditions' in a Command Prompt (Admin) you will see what you can "upgrade" to by changing product keys. Mine says I can't change LTSC to any other version:

    Code:
    C:\Windows\system32>dism /online /Get-TargetEditions

Deployment Image Servicing and Management tool
    Version: 10.0.17763.1

    Image Version: 10.0.17763.557

Editions that can be upgraded to:

(The current edition cannot be upgraded to any target editions.)

    The operation completed successfully.
My computer actually has a digital license for Pro established for it. I tried to change product key to move to Pro so I could see if the 1903 upgrade would be offered via Windows Update, but it failed saying it was not valid, even though it is absolutely a valid Pro product key.

What does your 'dism /online /get-currentedition' return?

    Code:
    C:\Windows\system32>dism /online /Get-CurrentEdition

Deployment Image Servicing and Management tool
    Version: 10.0.17763.1

    Image Version: 10.0.17763.557

    Current edition is:

    Current Edition : EnterpriseS

    The operation completed successfully.

Today it's (1903) no longer being offered so they must have fixed WU.
