Yes, it's normal. A new rollout always starts slowly. Only a few have got it in the first phase. I'd wait if I were you until Microsoft think it is ready for your machine...

How to get the Windows 10 May 2019 Update version 1903

...but if you get tired of waiting there's always the Update Assistant.

Hi William, you can get 1903 by using the Windows 10 update assistant. It works smoothly, almost for everyone, it does for me. I installed W10 1903 on May 23rd, is working great, go for it.

Make sure you have a backup image first though, in case things go wrong. Macrium Reflect Free is very good for that. It can take a long time, depending on your pc's specs, but you seem to have a better spec than me (my upgrade took 4 hours from start to finish, and it is now working fine).

Tried 3 times to upgrade from 1809 to 1903 , with the Assistent . Went back to 1809 again .
All went well , except some stubborn errors in the eventlog ( VSS ID=8193 and ID=13 ) , some people tell me to ignore these errors , but I wont , my previous eventlogs from 1809 are always clean , besides ; I did not get these errors before , only in 1903...........!!
So, what could be the matter............????
Wish I knew how to get these two errors out of my eventlog , then I will try again ............!

" what are the errors ? "................after ( almost ) every reboot , Im getting these two VSS-errors in my eventlog .
They are ; VSS with error-id=8193 and VSS with error-id=13 .
Very stubborn and unpredictable , sometimes they dont appear , sometimes they do .
Whish I could get them out of the eventlog , or if I knew whats triggering these errors to appear.
( btw; did you checked your eventlog already ? Would not surprise me if you have them too , lots of people have these errors , still no solution to avoid them ..........!!! )
