Can't Upgrade from 1803 to 1809 or 1903 - Could not configure message

I am on version 1803 PRO 64-bit. Ever since 1809 was made available, I was not able to get a successful upgrade after at least 10 attempts over the 6 months since 1809. Each time after the second reboot and after the "48 Percent "message the upgrade would suddenly quit with an old win XP style white dialog box with this cryptic message... "Windows could not configure one or more system components. To install Windows, restart the computer then restart Windows" This is a hard dead stop

I just tried to upgrade to 1903 and got the same error message at the same spot in the install. What is going on with this error. I have always had a successful upgrade in the past. The message tells me nothing about what I should do to fix it. I will try stripping out every any attached devices that I can get away with and try again. However that exercise did not work in the 1809 upgrade attempts

How are you trying to upgrade; via Settings/Check for updates or with a ISO or DVD created by MCT ? Before trying again, download and run the .bat file in Step 1 of this tutorial to Reset WU - Reset Windows Update in Windows 10

Immediately restart afterward to apply (see step 6). Then run the Settings/Troubleshoot/WU to confirm that there are no WU issues, at all. Disconnect ALL usb devices except mouse and keyboard and see if you get further along on next update attempt. Good Luck.

I am using "Windows Update Assistant" I takes hours using this method. 1903 does not show up on Windows Update. If I allow updates WU will try to install 1809 and fail.

I will try the USB Strip thing when I have a big chunk of time.. not needing the PC

I prefer an In-place Repair Upgrade. Download the ISO image here, selecting Windows (Final)/1903 -
    TechBench by WZT (v4.1.1)
When done, put it on Desktop, r-click 'Mount' and run setup.exe & let it run to conclusion. Do try the Reset WU components first, though, to make sure your Update mechanism is at default settings.

Will the "In-place Repair Upgrade" method give me the same protection of restoring 1803 if the upgrade fails again?? I'll try the USB Stripping trick first

Tried the USB thing and this was result: same stop and cryptic message and this WU status "Last failed install attempt on ‎05/‎27/‎2019 - 0xc1900101"

Absolutely ! Can even rollback within 10 days, if you don't like.

What was the result of Reset WU components/Restart; then run Troubleshoot WU ?
Found this too. You've done most of the tests and if you use the tutorial in Post 2, you won't have to run the commands in the last step, there auto-run in the tute's .bat file.
Solved: Error 0xc1900101 When Updating Windows 10 version 1803
