Windows update is downloaded but the install is not starting

I have two updates ready, but why are they not going forth with installation? I'm concerned because I think the one deals with my ability to decided if I want that new version to install when it comes through so I want to get it installed since I read that the new version had now been released.

You are absolutely right, dalchina. The updates did install last night. I have had so much trouble with that laptop that I'm just plain gun shy I guess. Have a great day!

On another note, I've asked another question in another forum and have gotten no satisfactory results at all. I have been using Storage sense in Windows 10 to clean my computers. Both are showing a large amount of space for "Delivery Optimization Files." I have no idea what these are or if it is safe to delete them. On this machine the number is over 300 MB and on my laptop it is over 900 MB. If you have knowledge of these files I would appreciate your input.

Well, I Googled this over and over and could not find anything that gave me confidence to remove these files. I gave Google another try after posting this to you an finally found the answer. Delivery Optimization should be turned off (at least, for me), which I have now done on this machine. Then they give another link on how to do it which I am about to read. I'll note the links here in case someone else like me is looking.
Disable and turn off Windows Update Delivery Optimization
Delete Delivery Optimization Files and reclaim lost disk space

install the netframework from 3.5 onwards to not have those failures.
