    According to BleepingComputer this was fixed in KB4522355. So far it appears to be working on all of the systems I have tested it on. I hope it's acceptable to link to their article on it.

    No, the article is making a valid point. KB422355 was optional, there is no guarantee that this fix will be included in the mandatory Patch Tuesday update. It is however highly likely to be included. We'll know for sure in less that 24 hours.

    This is mentioned elsewhere, but the Update Deferral problem is fixed in 1909.(Build 18363.476) "out of the box", as it were.

    Both Feature and Quality updates may be deferred, "Check for Updates" performed and the values remain as set.
    I also tried restarting and checking, and doing it all again, setting both values to zero and non-zero days and back again.

    All seems to work as it should and as I'm getting no other issues with 1909, this would seem to be the simplest option
