There is a Microsoft feedback hub: win + F

For every windows update or upgrade there are insiders and after a release end users that send feedback.
Microsoft publishes problems and methods to temporarily or permanently fix the problems.

You can, of course, download the relevant iso (all including historical ones are freely available, how has been posted many times here) and upgrade manually.

That's what do.. I defer feature updates, wait until at least the first major update is out, update my disk image set, then upgrade.

However, doing that skips round anything MS has put in place to protect you from compatibility issues- assuming htey have that correctly set. Bear in mind millions of users upgrade regardless, even though their PC isn't supported or approved for it. That will not work for ever, even for PCs sold originally with Win 10.

FWIW, my system finally auto updated (after a year wait) from v. 1803 to v. 1809 a few days ago. It then did three updates (CU and Adobe) and for the last three days WU auto update check has found nothing to download, even though there is a new CU available. I'm letting it fend for itself until MS decides to do something. It ain't broke, so I'm not fixin' it.
