The attached image tells the story. I searched the adobe updates and found that one of them is from 2018. I used the Updates troubleshooter a few times to no avail.
I've read that version 1809 can be problematic so should I just wait for the version after that? Will Windows offer the next version (1903 is it?) if I have 1803 and not 1809?

Any Adobe updates you see listed in Control Panel as published by Adobe are exclusively for you other browsers (Chrome, Firefox, etc.). The Flash updates in Windows Update are supplied by Microsoft and are only for the use of Edge and IE.
1809 got off to a bad start in October but it is solid and stable now, so much so that MS recently declared it ready for business use.I've read that version 1809 can be problematic...

Well, if you don't need to keep anything at all then I'd download the 1809 install usb by using the Media Creation Tool. Then boot from the usb, use the custom install option, select and delete all existing partitions, then clean-install 1809 into the unallocated space created. As the laptop came with W8 it will have a key embedded in the bios, Setup will detect that and use it to choose the appropriate edition to install (Home or Pro).

You could if you wish try a Reset first, that would reinstall a clean copy of its current Windows 10. You will loose any apps you may have installed.

Slightly less dramatic would be to reset Windows Update, if you did after all wish to keep anything.

As the attached image shows, all three updates have been installed, with a heading of 1809 instead of 1803 for the Adobe updates.
I booted the laptop in the afternoon, checked Updates and watched as the updates failed as they have before. I then downloaded a new version of Calibre (an ebook program), restarted as directed, checked Updates, saw the Adobe updates fail (if memory serves) then watched as the 1809 update installed itself for several hours. After the ensuing multiple restart sequence was finished I manually checked for Updates and the Adobe updates successfully installed along with the others.
The only thing I did differently this time was not browsing the Internet while the Update process was working. Whether that made a difference or the restart after the Calibre install did (can't see why either would) the issue has been solved.
If anyone thinks they know why things worked today I'm listening.

Great news, the Features Update to 1809 finally installed successfully. That was the key thing, The rest of the updates (or rather, the new versions intended for 1809) then installed successfully because, effectively, you now have reinstalled Windows. Any misconfiguration of windows update would have been repaired as part of the upgrade process. Looks like you have a completely healthy system again.
Now that you have a fully functional system again it would be a good time to look into making a system image with something like Macrium Reflect Free. This would allow you to restore your system exactly as it is now should anything go wrong in the future.

You will also find that you now have some 20GB in a Windows.old folder. This is your old system should you wish to revert to it (though I can't imagine why you would want to). You have 10 days in which you can go back, after which Windows.old will be deleted automatically. Or you could delete it earlier if you wish.

Yeah, I figured any corruption preventing the Adobe updates from completing was eliminated by installing 1809 though I didn't know where the problem lay.
I'll check out Macrium Reflect.
