    Windows 10 Update error - 0x800F0955-0x20003

    Hi,

    I am having trouble trying to update from 1607 to anything higher than 1607 on multiple work PC's. The only thing that seems to work is clean install but I want to see if there are other ways to update as the process of clean install is very long considering the amount of PC's that are stuck on 1607.

    I have tried multiple methods such as In-Place Upgrade, Update Assistant, Media Creation Tool (ISO+USB), clearing SoftwareDistribution, renaming catroot2 and Windows reset but I am still unable to upgrade from Windows 1607.

    Whenever I use Update Assistant, I am helplessly stuck on 99% on every PC I have tried. I have waited around 2 days but still on 99% so that never works. Using In-Place/Media Creation Tool didn't do much either as the updates would always stall around 70%.

    I believe all these 1607 PC's have a problem with SNMP(??) as I looked up logs from some PC's and its the same error. I have disabled SNMP from Windows optional features and tried using the methods above, but still the same result.

    Here is the log:
    Code:
    Error: SetupDiag reports rollback failure found.

    Failure Data: Last Phase = SafeOS,Start

    Last Operation = Add [1] package C:\$WINDOWS.~BT\DUImageSandbox\Microsoft-Windows-SNMP-Client-Package~31bf3856ad364e35~AMD64~~.cab

    Error = 0x800F0955-0x20003

    LogEntry: 2019-05-01 13:42:36, Info CBS Multi-lingual package can only be installed through /add-capability:Microsoft-Windows-SNMP-Client-Package~31bf3856ad364e35~amd64~~10.0.17763.1 [HRESULT = 0x800f0955 - CBS_E_INVALID_PACKAGE_REQUEST_ON_MULTILINGUAL_FOD]
    If anyone could help me out, it would be much appreciated.

    Many thanks,
    Jhin

    Hi Jhin96 and welcome to Tenforums!

    If not already, you could try to disconnect from internet and uncheck any option to update drivers on upgrade.

    Hi AndreTen,

    I have tried installing Windows off the network and by unchecking the option to update drivers but the setup updating Windows took around 2 days to complete, then it moved to actually installing the update and it has been stuck on 24% for about 4 days. Thanks for trying.
