Okay, I hope this will be useful. Thanks for giving me another chance to see if we can make it work. I'm very curious if you can figure out where the problem is.

    1) Msinfo32 was not able to be opened.

In the left lower corner search type : msinfo32
Allow 15 to 20 minutes for it to fully load.
Save as NFO > zip >. post a share link into the thread

    Post both:
    DM and BETA log collectors

    2) The error code displayed was: 0x80070003
    There was no extension displayed.

*1) Msinfo32 was not able to be opened....Save as NFO > zip >. post a share link into the thread.
I could not get a good file either. The System tool runs for a little while and then I have to kill it, because it is "not responding". I get what I am guessing is a partial file of about 1475 KB. I don't use any cloud services right now. I suppose I could just attach it here to see if it is useful. What is the easiest way for me to post a share link?

*Post both M and BETA log collectors.

I already posted the BETA log. Do you want me to also download the DM log collector, run it and post it?

*3) For Internet can you use a wired or Ethernet connection?

I have been using wireless, but it is possible to use a wired connection on this laptop.*

    4) Error Codes Cause Mitigation0x80070003- 0x20007 This is a failure during SafeOS phase driver installation. Verify device drivers on the computer, and analyze log files to determine the problem driver.
Which device drivers? There are no indications in Device Manager of any devices having a problem, so I wouldn't know where to start to find one.[Note that I have not been getting any "blue screens, system hangs, and unexpected reboots" on this machine.]

*5) Increase drive free space to > 30 GB.
After deleting several large programs that I don't think I will need, and some I can reinstall if I get a good upgrade, I got the free space up to 26.5 GB. Maybe this will be sufficient. I might be able to go into the Windows directory and find something else to delete, but it is getting harder.

*6) Find two flash drives that you can format (> or = 8 GB)
...I'm not understanding why I need TWO flash drives.

I actually used the iobit uninstall program to do the program uninstalls, as it makes it easy, but I can remove it now.

Do you think the above is going to be sufficient to do what's needed?

    1) The msinfo32 is an important file and some steps will be made to see whether it can be fixed before an in place upgrade repair.

    2) Some steps that were already performed may be repeated.

    3) Open administrative command prompt and type or copy and paste:
    4) sfc /scannow
    5) dism /online /cleanup-image /restorehealth
    6) chkdsk /scan
    7) wmic recoveros set autoreboot = false
    8) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    9) There are two log collectors: DM and BETA
Run each after completing the prior steps then upload into the thread

    10) For all tests /steps please post images into the thread.
If there are any problems posting images please use one drive, drop box or google drive share links.
Share OneDrive files and folders - Office Support
Upload photos and files to OneDrive - OneDrive
Share OneDrive files and folders - Office Support
Upload photos and files to OneDrive - OneDrive

    11) After all of the above: In the left lower corner search type : msinfo32
Allow 15 to 20 minutes for it to fully load.
Save as NFO > zip >. post a share link into the thread

    12) 0x80070003- 0x20007 was posted as an example.
The first 10 characters are the result code.
The next seven characters are the extend code.
The extend code is often not produced using the upgrade assistant.
The extend code is typically created when there is an upgrade failure using an iso.
The first flash drive is for an identical build iso.
The second flash drive is for either an 1809 or 1903 iso.
Currently the 1903 is not yet available except to insiders.

    13) Many error messages are ambiguous.

    14) The drivers will be tested with a Windows tool; driver verifier, later in the thread

    15) Windows will automatically delete dump files if the drive free space is < 25 GB.
When a dump file is formed it is often 500 - 2000 GB. Sometimes it is larger.
Files approximating 1.5 GB can be uploaded, downloaded, and debugged.
The more the free space is > 25 GB there will be room for the new memory dump file and the less likely it will be deleted by windows.

    16) The best tested drivers are displayed on the computer or motherboard manufacturer websites.
Using third party websites creates some uncertainty as they can install unknown files.
Iobit can install drivers however it is preferable to use the best tested drivers.

    17) There will be two in place upgrade repairs.
The second would fail unless the first is successful (identical iso (1709) for a repair, and the second for the upgrade to 1809).

Okay, it sounds we need to find out if it is possible to get a good copy of msinfo32. BTW, I am using Powershell (Admin) rather than Command Prompt. I typically will run SFC every few weeks.

For a while, the DM log Collector seemed to be stuck. It finally just finished. But I am stuck here, because I don't see a file on my desktop. It dumped two small files in the folder where I ran the file from--one named _zipIt.vbs, and another named temp.txt. Here is the contents of temp.txt:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run OneDrive REG_SZ "C:\Users\Michael\AppData\Local\Microsoft\OneDrive\OneDrive.exe" /backgroundHKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run HostManager REG_SZ C:\Program Files (x86)\Common Files\AOL\1475734415\ee\AOLSoftware.exe Dropbox REG_SZ "C:\Program Files (x86)\Dropbox\Client\Dropbox.exe" /systemstartupHKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Run HostManager REG_SZ C:\Program Files (x86)\Common Files\AOL\1475734415\ee\AOLSoftware.exe Dropbox REG_SZ "C:\Program Files (x86)\Dropbox\Client\Dropbox.exe" /systemstartup

    I will pause here.

The reason I paused is that #s 3-8 look to me like they all checked out fine. I need to see if I can generate a good copy of msinfo32, but you wanted me to run both the DM log collector and the Beta log collector first. I am stuck because I don't know. where I should find the result for the DM log collector. Then I will run the Beta version, and try to generate and save msinfo32

    1) Open administrative command prompt and type or copy and paste: set

    2) When this has completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    3) Click edit post > repeat paste over the prior paste > click save changes

I don't understand "3) Click edit post > repeat paste over the prior paste > click save changes"

Why would I save the same thing over what I just saved in the post?

Sorry, before I hadn't tried the first step of your last message. Here is what I get by just pasting "Set" into the command prompt. It seems there is information missing in your last post.

    There are commands:

    a) that can be ran using only administrative command prompt and not administrative powershell
    b) that can be ran using only administrative powershell and not administrative command prompt
    c) that can be ran using both administrative powershell and administrative command prompt

Please use administrative command prompt to run the set command.
