Windows 10 Update behaviour

As Bree said my System Protection is "on" so RPs will be being created but that does not account for the length of time taken (it can be an hour) before installation begins. I have checked in Task Manager / Services and I see that "TrustedInstaller" process is "Stopped". Does this mean it is permanently stopped or does it kick-in when needed such as installing updates or new programs?

Whatever the answer is, it is clear that Windows 10 behaves very differently to previous Windows versions and I was just wondering if anyone knew what was happening in the background. I know Windows 10 is a very complicated OS so an easy answer is probably impossible but thanks for all your answers.

NMI - I am comparing previous Windows 7 and 8.1 update behaviour to that of Windows 10 and the Malicious Software Removal Tool (MSRT) never took long so I don't think that is the culprit unless Windows 10 MSRT takes 1 hour instead of 2 minutes as it did with W7 and W8.1.

On creating a restore point for Cumulative Updates, I've seen mixed results on that on the computers that have been brought in to me: sometimes that is the case which I know is supposed to be the case, sometimes it isn't.
--- System Protection is turned on and restore points prior to the cumulative update are in the list.
--- winver shows the correct updated version
--- Update history shows the date of the successful install.
I don't know why there are differences but that's been my experience.

For next months cumulative update, I'm going to have my System Protection turned on for my laptop computer that's my main computer and see how that goes out of curiosity.

I just checked my older Dell that has System Protection turned on and a restore point for the Cumulative Update wasn't created.
--- I don't know if this is a factor but I run Free up space now as part of my monthly maintenance regimen before the 2nd Tue of the month and deleting all system restore points is one of the choices I check.

I just ran the Malicious Software Removal Tool (MRT) quick scan manually & it took 1 minute 25 seconds.

I followed through on that yesterday Friday May3 on all 3 of my Win10’s computers as they updated to May 3, 2019—KB4495667 (OS Build 17763.475) as an out-of-band release as opposed to one of the 3 Microsoft’s “B”, “C”, “D” releases.

My apologies to you Bree as you are absolutely correct: “If System Protection is turned on then a Cumulative Update will always automatically create a restore point before installing.”
--- For my part, I was too quick to mention “I've seen mixed results” etc w/o taking the time to put my past experience in proper prospective.
