    Windows 10, cant install updates.

hopefully, this explains something to you guys, this happened to me unknowingly.
I used 0&0 10 to turn off updates, just because I didn't need them. After a month or so I tried installing them, this popped up. When I try to turn on Windows update thru services.MSC it just pops up a message "Error 5, access denied" What to do? Thanks.
Oh, and yeah, I tried reverting 0&0 10 settings.

    Hi, first the red message
    - is not an error
    - does indicate a registry change equivalent to a group policy has been set (hence the 'organisation').

O&O shutup has a reset to default if I recall- I assume you've tried that.

Have you tried the Windows Update Troubleshooter (built in)?

Try that and please post a screenshot

@WalterLV, to help dalchina, click the 'View configured update policies' below the '*Some settings are managed by your organisation' to see which policies they are. Post a screenshot.

Presumably the error message from shutup which you have highlighted relates to this ini file:
    Windows 10, cant install updates.-snap-2019-03-20-19.21.44.png

You need to start by reversing or setting those changes to default.

    Try
    Windows 10, cant install updates.-untitled.png

Also noting your shutup error, check 'Administrator' appears in its title bar as I show.

Yeah, it has administrator in the title bar. Gonna try to set the changes to default. Nope, still no changes. The same thing.
Im not sure if O&O 10 has to do something with my issue.
