I think you're heading for an in-place upgrade repair install which keeps all programs and data and most settings.
The point with O&O Shutup is you have a lot of non-default settings. It would have been good to try resetting them. As you can't, this suggests deeper problems.Therefore rather than messing around with, say Tweaking.com's repair tool, please try an in-place upgrade repair.
I don't see what your build is - this still isn't a forum requirement, and time and again we have to ask for it.

For an in-place upgrade repair, you need an iso file (or bootable disk) of the same build as your installed OS. 1803, if 1803, 1809 if 1809. OR if your build is 1803, you could risk it and upgrade to 1809. Make sure you have, say, 30Gb free on C:

As with any major change, prepare by making sure you have a current disk image e.g. Macrium reflect - free- plus large enough external storage for image files.This forum frequently recommends the routine use of disk imaging.
